What's Driving the City's Fiscal Challenges?

The cost of maintaining City services continues to increase, while ongoing revenues have not kept pace with those costs.

Key fiscal pressures include:

• Expiring federal firefighter funding: Federal SAFER grant funding currently supports 24 firefighter positions and is scheduled to end in March 2027. Under current federal guidelines, those funds cannot be used to continue funding the same positions.
• Rising personnel and operating costs: Retirement, healthcare insurance, workers' compensation, fuel, utilities, materials, equipment and contracted services affect the cost of providing City services.
• Streets and aging infrastructure: Streets and other City infrastructure require ongoing maintenance, repair and replacement.
• Parks and public facilities: Parks, recreation facilities and other public properties require ongoing maintenance and improvements.
• Revenue and expenditure growth: Ongoing revenues have not kept pace with the increasing cost of maintaining City services.
